UNPROFESSIONALISM IN THE OYO STATE SECURITY NETWORK AGENCY AND AMOTEKUN IS AT PEAK. By Segun Adebowale

As it will sadden the parents of a two years old parents whose physical and mental development is being retarded which concurrently manifest in the child failure to perform as his/her contemporaries, so also sadden my heart and disgraceful to hear that a “State of pacesetter” security outfit; Oyo State Security Network Agency and Amotekun Corps is backward when compares with other Southwest security Network Agency code named Amotekun, especially, when compared with the Ondo State Security Network Agency (Amotekun) which is just three months older than the Oyo State Security Network Agency.

 

 

Despite the fact that the current government led by his Excellency Engineer Seyi Makinde, if the establishment of the Oyo State Amotekun Corps is not political hungry stomach motivated, is trying his best in an attempt in providing adequate security for the lives and properties of the citizens of Oyo State, it is an obvious fact that the administration of the Oyo State Security Network Agency (Amotekun) is poorly administering by the people at the helms of affairs of the Agency, knowing well that these administrators of the Oyo State Security Network Agency are capable, but their personal interest over-ride the Amotekun corps and societal interest.

 

 

Since the Oyo State government lead by his Excellency Engineer Seyi Makinde sees nothing wrong in the failure of the Oyo State Amotekun Board of governance members and other seconded civil servants posted to the newly established security outfit to set standard operational procedures / Code of conduct operating in the Oyo State Civil Service Commission, as contain in the Oyo State Security Network Agency law 2020, section 39 (3). These seconded civil servants have gone astray chasing materialism at the expenses of rendering a lasting service of a good legendary to humanity.

 

 

This indefatigable pen of Segun Adebowale shall not fail to write, thought several unprofessional attempt is in progress by the Oyo State government to stop this, without considering the clarion call for PROFESSIONALISM in the administration of the Oyo State Security Network Agency (Amotekun), as compared with the Ondo State Security Network Agency (Amotekun). The only step that the Oyo State government can take to minimize this write up is the ABOLITION OF THIS ERA OF UNPROFESSIONALISM in the operation of the Oyo State Security Network Agency and Amotekun Corps, and let the era of professionalism operating in the Oyo State Civil Service Commission as stated in section 39 (3) of the Oyo State Security Network Agency Law 2020 that Until such regulations are made, extant regulations applicable in the Civil Service of the State shall continue to apply to the officers and operatives of the Agency Stop looking for Illegal ways of stopping this publication, do the right thing that can change the contents of the publication for the glory of Oyo State.

 

 

The request of Akesan traders in Oyo town on Wednesday the 2nd October, 2022 about complain board on Oyo State Amotekun operatives, when a trader was looted of a sum of Eight hundred thousand Naira and brutality carried out on the trader by one Oyo State Amotekun operatives, the trader’s request is rooted in Oyo State Amotekun law 2020, section 23. There were a lot of unethical duties and public relationship being engage in by the Oyo State Amotekun corps due to the failure of the Oyo State Government and the Oyo State Amotekun Board of Governance to familiarize the Amotekun Corps to the basic requirement of the professionalism operating in the military and para-military, even voluntary organizations. The growth and development of the nascent Amotekun in Oyo State is been retarded by the self infliction of the Oyo State government and the Oyo State Amotekun Board of governance.

 

 

Unprofessional activities of the Oyo State Amotekun operatives distinguishes them from the Ondo State Amotekun operatives, this unprofessional faults existing in the Oyo State Amotekun operative can easily be traced to the failure of the Oyo State Amotekun management team who is proudly directing the affairs of the Oyo State Security Network Agency and Amotekun corps unprofessionally (lack of organizational structure, forceful traditional oaths, lack of chain of command, code of conduct and lot more) under the administration of the executive governor of Oyo State; Engineer Seyi Makinde.

The growth and development of the Oyo State Security Network Agency and Amotekun Corps is being retarded by the management team simply because of a fatal failure to prepare the mind of Oyo State Amotekun operatives and officers through constant training and retraining programs which is a bed-rock of all military and para-military outfits.

 

 

As the importance of discipline in military and paramilitary (even voluntary organizations) is obscured in the sight of the Oyo State Security Network Agency and Amotekun corps Management team, which make them despised the usefulness of Code of Conduct to instill good and professional ethics in the Oyo State Amotekun operatives and officers, which invariably shall bring about effectiveness and efficiency in performing their duties as law enforcement agents.

 

 

The nascent Oyo State Amotekun operatives professional growth and development is being retarded since year 2020 till date. What a disgraceful performance of the management team under the watch of the Oyo State Government.

 

 

Intentionally, the OPC caucus interest of few selected Oyo State Amotekun operatives and monetary interest of the management teams, especially, those expected by the Oyo State Civil Service Commission to transform the Oyo State Security Network Agency and Amotekun corps to a world view security out-fit have missed the purpose of their secondment. This failure of the civil servants transferred to the Oyo State Security Network Agency and Amotekun Corp is a great impediment to the development and growth of the Oyo State Security Network Agency and Amotekun corps. The professional ranks, level or grading system that ought to have introduced in the Oyo State Security Network Agency and Amotekun Corps by the Oyo State Amotekun Board of Governance, as clearly stated in section 8 (e-f) of the Oyo State Security network Agency Law 2020, is being prevented by the Odua People Congress (OPC) caucus interest in the Agency.

 

 

Ever since the inauguration of the Oyo State Amotekun Board of Governance, it has never occurred to these members to deem it fit to deliberate and make available an operational manual and Code of Conduct which can easily guide the Oyo State Amotekun operatives on what to do whenever faced with any challenges and how to adequately and promptly secure the lives and property of the Oyo state citizens. To build functional and reliable security architecture in Oyo State, Operational manual is crucial in the Oyo State Security Network Agency and Amotekun Corps.

 

 

To make the mater worse, Oyo State Amotekun operatives as civil servant, the Oyo State Amotekun Board of Governance has woefully failed to up-hold the standard requirements for the appointment of civil servants in Oyo State. The Civil Service Commission of the State makes primary school certificate its minimum qualifications for entry into the Commission. The Oyo State Security Network Agency and Amotekun Corps is recruiting its operative without any standard or criteria, no wonder, the Agency is a den of some operatives who has no good records as far as crimes and criminal activities is concerns and this heinous acts also manifest in the operations of the Oyo State Amotekun corps because some of these criminal elements recruited into the Oyo State Amotekun are either Coordinators or operation leaders in their respective Local Government Amotekun office, even some are at the helm of affairs in the State operational based.

 

 

Even in the OPC organization, whose interest is prevailing in the Oyo State Security Network Agency, he/she who can read and write is place on higher rank than he/she who possessed juju power. There is room for education attainment in leadership appointment and ranking in OPC. Had it been those Oyo State Amotekun operatives holding academic Certificates were members of Odua People Congress (OPC) or OPC members in the Oyo State Amotekun were academically certified, education qualification would have been recommended to use for the Oyo State Amotekun operatives.

Please do your findings, the present working structure (Unprofessional) is neither conducive for the literates nor illiterates among the Oyo State Amotekun operatives. Though, the unprofessional administration in the Oyo State Security Network Agency and Amotekun Corps is more advantageous to some selected illiterate among the Oyo State Amotekun operatives.

 

 

In conclusion, the Oyo State Governor Engineer Seyi Makinde, the Oyo State House of Assembly, the office Oyo State Attorney General, the office of Head of Service, the Civil Service Commission, Concerned and well meaning Oyo State citizens to have holistic look at the system operating in the Oyo State Security Network Agency and Amotekun Corps, so as to overhaul the system.
